In the first half of 2026, office transactions in Bucharest, covering existing buildings as well as projects under construction, totaled 103,210 sqm, with an additional 24,969 sqm recorded in Romania’s main regional cities. Beyond the overall volume, H1 2026 brings several important signals for companies assessing the market: the return of pre-leasing activity in Bucharest, a decline in the share of lease renewals, and a gradual recovery in the pipeline of new office projects. Together, these trends could broaden relocation options over the next 1-2 years.

Pre-leasing activity returns to the Bucharest market

One of the most relevant developments in Bucharest during the first half of the year was the return of pre-leasing activity, following a period in which the supply of new office space was extremely limited. This supply reached a historic low in 2025, when no new office projects were delivered.

Transactions involving office space in Romania’s main regional cities totaled 24,969 sqm in H1 2026. Unlike Bucharest, lease renewals and renegotiations continued to account for a slightly larger share of total transactions: 52%, compared with 48% for (pre-)leases and expansions.

What do H1 2026 transactions indicate for the period ahead?

The transaction structure recorded during the first half of the year points to a market in transition. The return of pre-leasing activity, together with the higher share of leases and expansions, suggests growing interest in relocation opportunities and the resumption of development activity.

At the same time, new supply is beginning to recover after two years of very limited deliveries. Projects announced for 2026–2027 total almost 158,000 sqm, while asking rents for new developments generally range between €19 and €23/sqm/month, depending on location and building characteristics.

For companies considering a relocation, expansion or renewal of their current lease over the next 1-2 years, starting the assessment early allows for a more efficient review of the available alternatives. The practical conclusion is simple: the earlier the process begins, the more options there are and the stronger the negotiating position.
