After a period during which the development of new office buildings in Bucharest was almost entirely put on hold, the market is showing clear signs of recovery. Several major developers have restarted projects or advanced into late construction stages, signaling a renewed interest in modern, efficient office spaces tailored to the evolving needs of tenants.
The year 2027 is therefore shaping up to be a significant one in terms of Class A office deliveries, particularly in Bucharest’s established business districts.

Green Court – Building D

The first project scheduled for delivery in 2027 is Green Court D, the newest addition to the Green Court Bucharest complex, developed by Globalworth in the Barbu Văcărescu–Floreasca area. Located within one of the most consolidated office hubs in the northern part of the city, Building D will complete the existing complex, which currently comprises three buildings fully occupied by international tenants.
The new building will offer approximately 16,500 sqm of office space, developed over a ground floor and 11 upper floors, along with three underground parking levels. Designed in line with the latest sustainability and energy-efficiency standards, the project is set to achieve top-tier green certifications, including LEED Platinum and WELL Health & Safety. Another major project scheduled for delivery in 2027 is Promenada Office Tower, an extension of Promenada Mall in the Floreasca-Barbu Văcărescu area. Its location within a mature business district allows the project to naturally complement the existing mix of offices, retail, and services.
The building will feature a substantial structure with seven underground levels, a ground floor, and 15 upper floors, integrating office functions alongside retail spaces and complementary amenities. The office component will total approximately 12,000 sqm, and the project will benefit from a significant number of underground parking spaces, serving both office tenants and the retail area. Promenada Office Tower targets companies seeking modern office space in a location with direct metro access and proximity to one of Bucharest’s most dynamic business districts.
Queens

The list of northern-area projects scheduled for delivery in 2027 also includes Queens, a mixed-use development currently in the permitting phase, located in northern Bucharest. The project is envisioned as a complex urban ensemble, combining office space, retail, and other complementary functions aligned with new work and lifestyle trends.
The office component will comprise approximately 23,000 sqm, distributed across two interconnected buildings of eight floors each, supported by dedicated parking facilities. The project places a strong emphasis on sustainability, efficiency, and the creation of a modern working environment, featuring flexible office layouts and well-integrated shared spaces.
AFI Central Tower

Shifting focus from the northern districts to the ultra-central area, AFI Europe is delivering a conversion project with a rare positioning on Bucharest’s office market. AFI Central Tower involves the transformation of the former Bancorex headquarters on Calea Victoriei into a modern Class A office and retail building.
AFI Central Tower will have a total built area of approximately 38,700 sqm, comprising two volumes: a building with a ground floor and nine upper floors, and a tower with a ground floor and 17 upper floors, both served by a shared underground parking facility. The project is aimed at companies seeking premium office space in a central location, offering excellent access to public transportation, urban services, and retail areas.
U Center 3

Office deliveries in 2027 will also include U Center 3, the third phase of the U Center project developed by Forte Partners in the Tineretului area. Following the success of the first two buildings, which are fully leased, the developer is continuing the expansion of the complex with a new office building.
U Center 3 will provide approximately 14,800 sqm of office space, developed over two basement levels, a ground floor, and six upper floors, and will feature generous terraces and shared areas. The project benefits from easy access to the Tineretului and Timpuri Noi metro stations, as well as close proximity to parks and Bucharest’s city center.
